Upper-level energy and moisture from the Pacific will continue to stream
into parts of the Northwest and California. A plume of moisture will
stream into Northern/Central California, producing heavy rain through
Tuesday evening. Therefore, the WPC has issued a Slight Risk (level 2/4)
of excessive rainfall over parts of Northern California on Sunday and
Monday and over parts of Northern/Central California on Tuesday. The
associated heavy rain will create mainly localized areas of flash
flooding, with urban areas, roads, small streams, narrow canyons/gullies,
and burn scars the most vulnerable.
In addition, the moisture and energy will produce heavy snow over parts of
Northern California/Pacific Northwest into the Northern Rockies from
Sunday evening into Monday evening. On Monday evening into Tuesday, the
snow will be light to moderate over Northern California and the Pacific
Northwest, with moderate to heavy snow over parts of the Northern
Intermountain Region and Northern Rockies. Moreover, moderate to heavy
snow will develop over the Sierra Nevada Mountains from Monday evening
into Tuesday.
As upper-level energy spreads eastward over the Plains and Mississippi
Valley overnight Sunday into Monday, light to moderate snow will expand
out of the Northern Rockies into the Northern Plains and into the Upper
Mississippi Valley by early Monday morning. The snow will begin to wane
over the Upper Midwest on Monday afternoon into Monday evening.
Meanwhile, low pressure and associated front over parts of Ontario,
Canada, will move eastward to Southeastern Canada by Tuesday. By Sunday
evening, the system will produce light snow over parts of the Great Lakes
and Northeast. Rain will also develop over parts of the Ohio Valley. Along
the rain/snow line, pockets of rain/freezing rain will develop over parts
of the Upper Midwest into the Ohio Valley and expand into parts of New
York State and Pennsylvania. Moreover, the light snow and rain will
continue over parts of the Northeast through Tuesday evening. Lastly, cold
high pressure over Central Canada will stream cold air over parts of the
Northern Rockies/Northern High Plains, with temperatures 15 to 30 degrees
below average by Monday evening
